Description of the Bug: Can't spawn the Brute

How to reproduce the Bug: Well, can't spawn it.

Time Stamp: 5.30pm (CET)

Errors: As an SO I am not available to spawn the Brute, but I have seen sergeants being able to after finding out about the so called bug.
I'm not sure if it's based on rank and an intended feature or actually just a bug, but none the less John Davids (AwesomeGamersHQ) told me to make a bug report just in case.

It's a bug, will be fixed ASAP.

So as it turns out, this was actually always a requirement, the code just didn't check it, some of the backend changes from PLPD 2 on the server caused things to properly be checked, causing the requirement to actually be noticed, it has been lowered to Senior Officer
