Suggestion Title: Suggestion to void hostage claims on special circumstances
Suggestion Description: So this is probably controversial, but it's getting annoying. A shitton of people often fake hostages, but faking having hostages without having anybody is one thing. This issue is when people is ACTUALLY holding a hostage, but every single time will resort to shoot cops no matter how negotiations goes. You may say "Just stay in cover" but remember, we typically can't have our guns pointed as the hostage takers may feel threatend, plus they still has a much higher advantage.

The point is, if somebody is known to resort to shooting practically every single time, no matter if the negotiations is successful or not, then at this point a claim of "Hostage" should be taken as extremely hostile and grain of salt and try to figure out a solution the same way as failed negotiations(Ofc still with the hostages life in mind but treat it like you would failed negotiation)

Why should this be added?:
- Hopefully less false hostage claims
- Makes the RP much better for both parties as it's annoying asf for cops to get shot every single time trying to make a succesful hostage negotiation
- Creates better RP between both parties

What negatives could this have?:
- It's a 100% gonna annoy certain people, but remember this is ONLY for people who are known to brutally resort to shooting everytime or supermajority of times.

What problem would this suggestion solve?: It would solve less lack of roleplay, and also any irritation and frustration there may be with false calls.
 
That's why I've recently been assigning pistol cops to be the negotiators. Either way they'll die, but this way they have a purpose.
 
To be entirely honest, it gets annoying with how hostage sits go 90% of the time.

It's either shoot or the negotiations go smoothly.

What pushed Jack, me and Cassie with this was how the "hostage sit" was ended by the hostage pulling a gun and shooting at us, having another 3 inside actively ready to shoot.

It's in no way realistic as to "fake hostages" at every single raid or actual hostage sit just to gain an advantage over the PD.

All of this is opinion but people abuse this way too much.
 
I cba reading this whole thread so idk if this has been said but it is very difficult to successfully escape a hostage situation for criminals so if they realistically want to escape they are forced to shoot the cops. In my experience it is actually extremely easy to survive a criminal turning on cops if you use 2 braincells, this is literally what the sniper training in tfu practical is for, with a sniper it is so easy to counter them and in areas you cant have a sniper like slums just have as little cops at the hostage and most in the stairs. To conclude: use a sniper and youre good however in slums or proj the negotiator is cooked but you can easily win with basic knowledge

Without fake hostage calling raids would be so much more boring since it is just shoot cops or die however when a hostage real or fake is taken it means both sides actually need to use their brain to win, whichever side is less sharp will be at the disadvantage. Imo fake hostage situations are way more fun as cop as you know something will go down and you wont have such a 2d experience taking down the criminals.

answer this: would you rather the same boring shootout 50 times or have the (very) occasional fake hostage situation causing you to need to switch it up and have to try a new approach to taking down the crims

its definitely realistic but it's not fun for cops.

It's equally not fun for this to happen to crims either:

that is the cost of how much freedom both sides have right now.

Now I imagine if an admin comes and sees this he's gonna have to decide something close to the following:

1) either ignore this suggestion and keep the freedom we all have now to decide for ourselves whether to
- fake hostage or not
- do a clean deal and drive off
- do a clean deal and spike the getaway car / shoot at it to disable

2) Work something out like Removing the first and third aforementioned possibilities, making it so that fake hostages cannot be taken but also cops cannot shoot cause of a dead body if the hostage takers want to negotiate so long as they are not actively hurting someone.
 
I believe as Malek said a change could be made on both parties, no fake hostages and create more stricter policies to police not disregard their promises. As things are right now and as much as people have said "There's policies" yes, but there are work arounds and TFU abuse these a lot, including if the hostages are safe, and the hostage takers has made it just a little bit down the road the TFU will start lighting up your car before you can count to 2 and barely even moved. Evidently, as Malek also mentioned, don't count dead body's etc as long they aren't active hurting anybody negotiations should still commense, although a problem might still stand that if somebody need medical attention inside, make a deal that if the hostage takers brings out the person inside needing medical attention so they can get revived, negotiations can continue.

I'm aware of how much this seems like a non constructive suggestion, and that I'm just complaining and I apologies, but I already struggle to formulate words and explain proper solutions, but I think how Malek explained it would be a good solution personally.
 
honestly i cant agree more to the fact that hostage situations are absolutely useless at this point. ive talked about this in game and i feel like this would be the easiest fix whatsoever. Firstly the addition of a policy that restricts you from opening fire on a hostage taker UNLESS he has broken the 4-5 main this specified in the tfu handbook. If he has done nothing as such and is willing to cooperate, you shall not be allowed to shoot the hostage taker, not even if it is 1. now to balance crim aswell, the addition of a rule that doesnt allow you to just take a hostage/fake a hostage just to cause a shootout. Criminals should be allowed to kill cops in such situatioms only if one of these circumstances apply: - the officers are not respecting your demands that follow policies/ laws(for example you ask for 5k and they refuse to give it to you in a specified amount of time, this time should be reasonable so basically not 10 seconds) - you feel extremely threatened and feel like you are about to be shot from behind or sniped or anything like such (this basically means if cops start circiling you or start hiding in corners to shoot you whenever you step out of a property or something like thag, you should be allowed to shoot them after requesting them to stop.
A temporary solution ive found extremely effective comjng from both sides is talking very calm and in an extremely friendly voice. ive also always let the other party know im not here for a shootout and that im looking forward for their freedom (if im on cop) or im looking forward for a peaceful trade (if im a hostage taker)
NOTE: this works 99% of the time but its not guaranteed. you have less ods as an officer as you are not the one in control.
