Rule Suggestion (5.6 Kidnapping)

Suggestion Topic: 5.6 Kidnapping
Suggestion Description: Players should not kidnap city employees solely to gain an advantage before starting a raid.

Why should this be added?:
-City employees are meant to be passive RP jobs.
- You aren't allowed to hold government employees hostage before starting a raid (such as medics and firefighters); I feel that this should be extended to city employees.
- Realistically, if an employee at their job just randomly goes missing, there's a good chance their boss would reach out to them and realize something is wrong when there is no response.
- All jobs on perp are required to follow section 11 of the law; in my opinion, that alone makes it apparent that it's intended for city employees to NOT participate in ANY property or violent crime.

What negatives could this have?:
-Criminals could have a harder time raiding and potentially raise the cost of raiding.
-Another rule players are expected to follow/potentially not understand.
 


We have mainly observed this phenomenon almost exclusively at PD raids. A PD policy change has recently gone through to allow officers to engage PD hostage takers even with a hostage. We want to see how this plays out before we make any more changes relating to this. If this is still a problem in the future, feel free to re-make this.
