Average criminal should use pistols in a City RP game. I don't know if what you're saying is true with being outgunned and outclassed on cop, but if it is a constant issue that the cops are outgunned something probably would need to change.
It also feels like people just have boatloads more money, someone can correct me if I'm wrong about this. If money is more acquirable things need to go up in price, simple. It's in my opinion though that a price increase would scale towards making the larger guns more expensive while keeping pistols and shotguns cheap.
