Suggestion Title: Replace(ish) ticket driving penalty
Suggestion Description: Replace the hard lockout of being able to drive civilian cars while you have an unpaid ticket with a "suspension"
Rather than simply prevent you from starting a car, flag your record with "SUSPENDED", which would trigger police ANPR similar to a stolen or wanted vehicle.
To enforce this, a law should be added to section 12 of the penal code, as a misdemeanor subject to a short sentence, probably 2 years, for operation of a motor vehicle with suspended driving privileges. This would essentially serve mostly to inconvenience people who are not paying their tickets in a similar way to the current system.
The hard lockout would remain for government employees, so as to prevent breaking of rule 4.1.
Why should this be added?:
- More opportunities for traffic related enforcement
- Makes an existing mechanic more realistic
- Adds a potential risk/reward mechanic
What negatives could this have?:
- Additional complication
- Pretextual stops
- Stretches cops even thinner than they already are
What problem would this suggestion solve?: Ultimately, this would actually penalize players who have unpaid tickets less than the current system. It also would allow players in an emergency with unpaid tickets, or who are attempting to flee the police due to an arrest warrant the ability to still drive a vehicle. If you're wanted for murder, it doesn't make much sense in an attempt to flee for your freedom, you have to exit the vehicle again and pay your parking ticket before the interlock disengages.
This is an alternative to replace a hard gameplay mechanic, with a soft restriction that creates RP through its enforcement. Just thought it'd be an interesting additional thing for RTU, and would be a good basis for a police campaign.
