Suggestion Title: Replace(ish) ticket driving penalty
Suggestion Description: Replace the hard lockout of being able to drive civilian cars while you have an unpaid ticket with a "suspension"

Rather than simply prevent you from starting a car, flag your record with "SUSPENDED", which would trigger police ANPR similar to a stolen or wanted vehicle.

To enforce this, a law should be added to section 12 of the penal code, as a misdemeanor subject to a short sentence, probably 2 years, for operation of a motor vehicle with suspended driving privileges. This would essentially serve mostly to inconvenience people who are not paying their tickets in a similar way to the current system.

The hard lockout would remain for government employees, so as to prevent breaking of rule 4.1.

Why should this be added?:
- More opportunities for traffic related enforcement
- Makes an existing mechanic more realistic
- Adds a potential risk/reward mechanic

What negatives could this have?:
- Additional complication
- Pretextual stops
- Stretches cops even thinner than they already are

What problem would this suggestion solve?: Ultimately, this would actually penalize players who have unpaid tickets less than the current system. It also would allow players in an emergency with unpaid tickets, or who are attempting to flee the police due to an arrest warrant the ability to still drive a vehicle. If you're wanted for murder, it doesn't make much sense in an attempt to flee for your freedom, you have to exit the vehicle again and pay your parking ticket before the interlock disengages.

This is an alternative to replace a hard gameplay mechanic, with a soft restriction that creates RP through its enforcement. Just thought it'd be an interesting additional thing for RTU, and would be a good basis for a police campaign.
 
Is it required by law someone pays a ticket though? Because the law wouldn't make too much sense if its not a legal requirement to pay tickets.
I mean, I think penalizing unpaid tickets across the board would just create issues. This would simply mean that operating a motor vehicle with an unpaid misdemeanor ticket would be an offence. If we were to go off something not the same but similar here, if you have unpaid tolls past a certain amount of time, you aren't going to be arrested or anything, but your vehicle registration will be suspended until your balance is paid. This would serve a similar function, where you aren't directly penalizing tickets themselves, you're replacing an existing lockout mechanic with a more realistic and enforceable through in character means option.
 
So it would just flag the computer system if a person with unpaid tickets is driving a vehicle? Wouldn't a new law need to be created for this to be enforced in some way? Because currently, officers can really force someone to pay their tickets.

You have my support. I have always found it silly that you can't turn an engine on because you have a ticket. This would also create more RP situations for cops and civilians, which is always good in my book, too.
 
The intention of tickets is to be a money sink and a deterrent to committing crime. I feel like this reduces a lot of that
 
How would this stop the money sink? You would have to pay the ticket still no? or am i reading this wrong
yes to get rid of the ticket but the incentive for paying the ticket is being able to drive, this suggestion would remove that incentive

You still would have to? It just replaces the weird ass ignition interlock device that detects the odor of unpaid fines and prevents the car from starting with a legitimate gameplay feature that could be used to create non-violent police RP; Something which is desperately needed imo.

There would still be an incentive unless you wanted to be pulled over, searched and arrested and getting your bombs guns and drugs confiscated Everytime you hit the road.

yes however, you are decreasing it going from never drive to drive, but police will chase you

Yeah but it is way more realistic this way in my opinion and less immersion breaking. It also will create more rp rather than making poor players take the monorail. Every player with common sense and who wants to engage in criminal rp will still clear all their tickets. If people really weren't paying their tickets still maybe a warranting system could be added where if you don't pay your tickets off in a timely fashion you are auto warranted or something.
