I want to get back into a survival type game, rust or ark? I've given up with shitty dayz:SA, i like both rust and ark but I need others opinions. Negative reviews for both and positive for both.

No....there is barely enough players on the main server for a wide city RP.... with 15-20 players you'd see no one. No point at all.. Also, they'd need the resources to host that server which'll cost them more money...

Pretty sure you'd need to do something with source.. which they can't do..

Get a friend on steam, go to their game info and click join game. It'll say server is full and show a menu saying "Rejoin when there's a space" or something like that. Then steam will join the server whenever a space opens up.
