What impact does it actually have? Any decently sized org can ignore prop limit in their base anyway... It just punishes solos/small groups who want to run a nice-looking shop as well as base

we've just witnessed an admin remove a casino in the bazaar walkway multiple times, where it was easily passable and i think a casino definitely benefits roleplay. this rule is clearly selectively enforced.
