Is this a new law or a change to a current law: 3.4 Issuing of Arrest Warrants




What law do you wish to change/add: From:

"The Paralake Police Department may issue a warrant for a person’s arrest, if the officer requesting the warrant holds reasonable belief that the individual named in the warrant has committed a criminal offence."

To:

"The Paralake Police Department may issue a warrant for a person’s arrest, if the officer requesting the warrant is presented with evidence beyond a reasonable doubt that the individual named in the warrant has committed a criminal offence."



Why should this change/addition be made: "Reasonable belief" is weaker than "beyond a reasonable doubt" in both wording and legal weight. In any other city (irl), this would be perfectly fine, but due to the lack of a court system in Paralake an arrest warrant is in itself a right to charge, and the requirements for issuing one should be held at the same legal standard.



What is the aim of this change/addition: Fixing a rather annoying logical inconsistency.

Big changes surrounding the entirety of section 3 are already in the works, it's just taking a ridiculous amount of time because I both haven't had the time to ponder all the gameplay implications all my changes will bring, and because I want to test the new laws against archived complaints, which I can not properly filter until Dank's amazing plpd.online changes go through.

This is a necessary change, and it is certainly planned, but we might have to process this before the next batch of changes because arrest warrants currently enable charges without question (which I am really not a fan of, but oh well)...
