I have added the player on steam and i am going to give them 48hrs to respond to the friend request. If theres no anwser, I will be dealing with this AR without their statement.

I have looked through the logs, and it turns out that @Immortal8 have killed another citizen at bazaar 8 minutes before killing you. Therefore I believe he did not kill you over the 2500$ charge you are mentioning, but rather over the 10y10k punishment he would have got over the 9.5 situation.

The ban record of @Immortal8 doesnt indicate that this killing was against the rules or anything, so I believe that was the course of action. Also, the killinghappened at bazaar, so I doubt this was self defence or something like base defence, but rather a homicide, for which 10y10k charge would be fair.
