12.3 Traffic lights​


Drivers of vehicles should always come to a complete stop at a red traffic light. The right on red exception permits drivers to pass through a red light if they are making a right turn, providing it is safe to do so. When meeting an amber traffic light, drivers must come to a complete stop if it is safe and possible to do so.

I was also running solely 5 miles over the speed limit.

However, I still don't get why it matters at all because the guy is on the wrong side of the road.

You can't even claim he was trying to go into the parking lot as he went right past it.
 




@yessir will recieve a 1-day ban under rule 3.15 for deliberately driving down the wrong lane, ultimately causing the collision.
