Why should this player be punished?: Counter raided us whilst a cop was on scene killing me, which also made me lose my G3A3 in the end.
If he didn't counter raid there is a big chance we would've won that raid as we also had a flanker at gas station and several inside alive. I had already killed a bunch of cops so we most likely lost all loot and our own guns because of this.

Respectfully, I don't see how you expect me to have the omniscience for the full awareness of an Officer 200-300 meters half way up harbor lane and crouch hiding behind a police vehicle while I'm in the middle of shooting you at the bottom of Projex stairs. To claim this Officer was "on scene", as if he was standing in your immediate vicinity while I'm also killing you, seems not only dishonest but a stretch for the sole purpose of unnecessary incrimination and sparing your lost items. In your own evidence provided, you can clearly see that not only was he just barely pulling up to the area, but hiding behind a full sized ambulance AND without even exiting the vehicle before my first rounds hit you. In no way shape or form did I have any reasonable ability to be privy to this cop given my full focus on your exact positioning at the time and the bottom Projex staircase angle. I'm not even sure this cop vehicle is in my render distance.

He was still on scene. I was aware that he was there as my mate told me on TS and I was literally looking at the car. It's your responsibility to know if there are any cops on scene. And he was obviously on scene considering he was next to all the bodies I had just killed. You should look around and be absolutely certain that there are no cops on scene before you counter.

I disagree with your ideology that, from Yogs Pub and having already diligently scoped out the area the first time I drove down to that location, in the middle of running to kill raiders of my associates while visibly armed, I need to put that on temporary pause, run past armed gun men who can/will KOS me, and run half way up the Harbor Lane to make sure there are no cops crouch hiding behind abandoned vehicles/ambulances before retaliating. An area that I just scanned and didn't see any arrivals in. ??? There is nothing "obvious" about anything in your evidence and I hardly believe that you believe that yourself - or that any of this makes actual sense or should be prosecuted. You've clipped an Officer barely arriving to a scene, hiding behind an ambulance and then behind his vehicle, outside my perspective, and while I'm already in the middle of initiating my retaliation. Plenty of effort was made before hand to abide by 3.4 and this unique scenario is far out the realm of reason to warrant violation imo. I don't really have anything else to add, staff can deliberate on who is right or wrong and I'll accept whatever.

3-5 Seconds prior the clip start, I'm driving down Harbor Lane to fully review any Cops on scene, I pull up near Delivery Warehouse and this is where it begins.

• Lushi, my associate, is giving comms as towards the presence of any Cops on scene.
• In the footage it is confirmed from my org member that a property I co-own is being bomb raided. In addition to me knowing cops are on scene in the beginning, Lushi calls this out as well throughout since he has a better positioning for a decent portion of the footage
• I sit there and wait a substantial amount of time while armed for the Cops to be cleared. Lushi then gives comms that they have been killed, I see no new arrivals to the actual scene and location of the crime/shooting, and not half way up Harbor Lane hiding behind random bs pulling up in the middle of my sprint.
• I hop out the whip, B-line it for the Delivery Warehouse angle, then chef up him and his friend.
