Suggestion Title: Add an option to deal with car bombs
Suggestion Description: Add some way of diffusing car bombs, for example by enabling TFU to add a C2 charge to the car like with any other vehicle.

Why should this be added?:
- Currently there's no option for police to find out, using in-character methods, whether a car is currently car bombed, nor can we effectively diffuse it without abusing SMT staff powers.

What negatives could this have?:
- None I can think of

What problem would this suggestion solve?: Making it actually possible to deal with a car bomb that has not yet exploded.
 
Blowing the vehicle and the bomb up would double the blast, and if the car is parked in an unsecured location, it needs to be moved by the police (moving the vehicle with roadcrew is out of the question), upon detecting a car bomb (heavy gear will probably be able to press E on the car and it will tell them if its car-bombed or not, much like the wounds on civilians? but I feel people would start spam-checking cars without suspicion), TFU should just be able to defuse it without setting off a fuse

Well even then it is a one in-a-million chance somebody notices a car bomb being placed in a car and then reports it, I'd rather prefer the option of being able to RP it out in TFU gear with staff guidance when adequate, incentivizing roleplay but I guess

This idea needs to be thought thoroughly, if the thread creator would like to iterate further on what they have in mind and put further effort so we can bounce some ideas off it would be great
 
How about this:
- TFU get a toolkit item that allows them to remove the car bomb from the vehicle. - Using this tool on a car bomb after a long status bar plays drops the car bomb near the car in the form of a dormant explosive.
- TFU will then have to use C2 to perform a controlled explosion.
 
Add to this that if TFU is interrupted it goes off. 20 second time to remove maybe? Just so if tfu is seen removing a car bomb someone can shoot tfu to make it go off. Maybe abit more nuances than this but realistically if you are defusing a bomb, you either do it or you don't start.

Anyways there should be a way of checking if you have a car bomb like it being visible.
 
I'd say easiest way to implement this would be to :
1. A small wire cutting minigame anywhere from 3-5 wires and the TFU needs to cut the correct one (maybe create a manual for this with wire types stripes on wires etc) where there is 2 outcomes.

If Cut successfully then :
2. Car bomb becomes a remote explosive that can be dragged aside to a save location, have TFU place a C2 charge on it and detonate it safely.
(do make sure that the person who planted the car bomb does NOT receive the txt message with the phone number of the remote explosive as this could be really bad too)

Or Car bomb becomes actual world model that functions the same as a remote explosive regarding the C2 exploding but without a number attached to it.

If wrong wire is cut then :

I just think it’s silly that cops aren’t expected to have RNG here or any risk of failing the defuse process. The easy answer is a mini game yeah but the obvious counter argument is the innocent casualties. Benji’s idea of detaching the bomb itself into a placed item seems ideal as that allows TFU to move it to a sterile area then any failure only affects police which seeks fair.

From that point it’s free game. Whether developers see a mini game as fit or a RNG mechanic, either one I think is far better than risk-free anti-climax.
