Police Suggestion Add Back mandatory officer training

Suggestion Title: Add Back mandatory officer training
Suggestion Description: Basically, as stated, add back officers having to get trained to get past a certain point, so maybe not necessarily force people to become Probationary Officers, but at the very least do a little bit of training for officers again, as there's such a lack of knowledge and competency within the police department. It's genuinely hard to protect properties etc, cause you can't when cops are there, but cops they just stare at you, or just act dumb when you try to get thme to help you and your property whilst your friends are getting killed. Including also the fact, a lot of cops just enters properties of defenders cause they feel like it aswell, and lack the understanding of responsibility for driving even with emergency lights on.

Why should this be added?:
- Major lack of competency in PD, should teach cops the basics and common sense since a lot of them don't have it.
- Teach cops responsibility when driving
- Teach cops prioritising and handling basic situations, perimeter control and report taking.

This should be added because it's honestly hard asf to play, when there's rules that both stop you from countering but also can't really protect your property whilst cops is there, if you're not inside the property against the raiders.

What negatives could this have?:
- PD Would have to spend more time on setting up training etc
- Would have to recruit and find more trainers and make sure they are suitable.
- May take a lot more time off commands day/week/month but evidently for a good cause

What problem would this suggestion solve?: Hopefully it would create way less incompetent cops who don't even know their head from their ass, and just straight out refusing to read the policies or laws, not even a single one.

I feel that forcing people to train on a game meant to be fun may not be everyone's cup of tea. It could also take up significant time from higher-ranking individuals who likely already have a lot of responsibilities. However, for the die-hard PD fans, there could be optional training events with rewards for participants. This approach would be more balanced, as it's voluntary, fun, and not forced upon anyone.

Then the rule that you can't do anything with cops around should be removed, cause evidently rn you have to just lose everything because cops are incompetent. I know it'll be annoying and it's gonna be a lot of work, but smt should be done in some sort of way.

I understand your point, but I believe there are other ways to improve the police system, like implementing stricter testing. As for adjusting the 3.4 rule, I personally feel it's crucial for balancing gameplay. It helps create a more challenging and fair environment for both defenders and raiders, which I can appreciate.

If it helps, then I'm all up for whichever aslong it's smt that would make it easier not to lose shit you've worked to get because this crap lol. I know I sound pathetic lol, but I've lost 500K+ due to the PD in the matter of the last couple of days, and that isn't insane amount but it adds up in the end lol.
