Suggestion Title: Add safety for breakdown zones
Suggestion Description: Add something to stop vehicles from crashing into you when inside the breakdown zones. The example used are casino fences and not really suited so you could simply use something like a thin concrete barricade or taller to stop cars from launching themselves.

Why should this be added?:
- Added safety for everyone inside the breakdown zone. Not much to say.
- Also useful for Police without fearing death from a truck driver's last shift.

What negatives could this have?:
- Can't run people over who are inside the safe zone and actively shooting you.

I had removed the breakdown zones to change some stuff and never added them back. If I add them back I'll make it so you'll be able to go to a safe place as a pedestrian while waiting for help to arrive.
