Server Suggestion AI cars

Suggestion Title: AI cars
Suggestion Description: AI cars that will roam the city so it feel sless empty when there are almost no players online. Like for example there are 29 players out of the 184 so it fills the slots and when someone joins it removes an AI car.

Why should this be added?:
- it will look cooler
- will be less empty in the server
- will be nice otherwise looks alone

What negatives could this have?:
- people exploiting it
- super hard to code AI

While I love the idea of AI this is not something we will be implementing. It doesn't really add anything except even more entities and server load reducing performance for a mostly aestetic change
