Server Suggestion Allow government employees to spawn vehicles at CH

Suggestion Title: Allow government employees to spawn vehicles at CH
Suggestion Description: Allow government employees to spawn vehicles at CH via the City Hall Clerk NPC.
Vehicles claimed here would spawn at City Hall Parking Lot.

Why should this be added?:
Allows officers, paramedics, and others to do their job at other locations when their spawn location is otherwise compromised (PD raid, run over, 1000 other reasons) rather than stand uselessly at City Hall clawing their eyes out with boredom

What negatives could this have?:
none... you can't return to the incident that caused your death within that timeframe either way lol

I have some plans for this, but it won't involve city hall, as it's just next to the PD.
