Suggestion Title: Paramedic Practitioners can assign other medics to incidents
Suggestion Description: Allow Paramedic Practitioners+ and Crew Managers+ to assign other paramedics and/or firefighters to incidents similar to how PD supervisors can. This feature would be disabled when Dispatchers are active.

Why should this be added?:
Allows more experienced paramedics/firefighters to delegate other paramedics efficiently throughout the city.
Helps newer paramedics by letting more experienced paramedics/firefighters give them incidents to respond to.

What negatives could this have?:
Can't see any reason why not, abuse is a moot point as you can already just create several incidents or join and close someone else's incident if you want to be disruptive.

What problem would this suggestion solve?: Lack of cohesion and coordination between paramedics/firefighters

I don’t like the idea of this. I have met some pretty toxic high rank medics. I don’t think just cause they’re high rank means they will do everything properly. Dispatchers are under seriously strict rules and can get the role taken away extremely easily, it’s a big job to do. I think this should be left to dispatchers.

Main difference between PD and EMS is that the PD ranks are not just earned by playtime, but also by performance, OR's, applications, etc. etc.

EMS rank is only based on playtime. Which does not have the same quality control. Not saying that most high ranked won't be able to handle it, but you have risk of people not using it for its intended use.

- for me. I don't see a general profit from this.

Yeah, pretty much this. No one likes being ordered around where to go. I already run into trouble with some Medics telling me to stop with CPR when I'm a Firefighter as apparently I'm only good for putting out fires (we all know they want more XP).
Funnily enough it is CPR that keeps them alive for longer so they can actually receive the XP and money in time thanks to us.

The reason why this works for PLPD is thanks to the whole career and rank system that we have in PLPD.Online so you really don't want to risk a demotion, especially with a Dispatcher on duty. For Medics and Firefighters it's whatever as long as you do your job no one can really do anything about it.
