Suggestion Title: Allowing radio to be turned down VIA Settings in F1 menu
Suggestion Description: Those without access to a scroll wheel( or a functioning scroll wheel) are unable to turn radio up or down, which especially as a staff member, as your radio volume settings get reset upon reviewing someone else's demo even if you use your own to reset your key binds and settings back to your original ones.

Why should this be added?:
-  Those without scroll wheel can listen to gov radio at a comfortable radio level

What negatives could this have?:
-  Development work.

What problem would this suggestion solve?: People without scroll wheels(or with broken ones) being unable to reduce the radio volume.
