After reviewing this with @Collier and speaking to @Daigestive on Teamspeak the following was sustained:

1) @Marcus Hudson had a reason to run over the people involved.
2) @Marcus Hudson should not have done so, while cops were still around.

It was however also sustained that:
1) @Daigestive shouldn't have used his M82 on the car of @Marcus Hudson 's friend, over a verbal dispute.
