Why Should This Player Be Punished:
I broke inside the Police Department to free my buddy @Josef Stalin. So when I was inside the officer in interication room number 2 opend the door. I walked in and told him to get on his knees. So he could uncuff my friend.
Instead of complying he took out his gun the reslult killing me in the proces and getting him self shot 2 or 3 times. This player broke 3.4. Because he failed to comply under gunpoined.

Thnx @ShadowJoey for the information. The blue marked information came from him. So don't blame if its wrong ;).

I can't prove myself in anyway other than this.
I had my radio muted therefore the only things I heard were the chatter in the interrogation room and SWAT talking upstairs. I unlocked the door and opened it, stood behind it expecting to let my partner (David Peach) in so he could help me talk with the suspect. If you read the forum post, he claimed to have walked IN and told us to get on our knees, but by replaying it you can see that he said that as he shot his gun. Now considering the gun being the loudest thing in the server, I would like to put up a point that I couldn't exactly hear you. Also, this is one perspective and I'd like to see the person I killed's perspective. On my screen, the transition between holding keys and pulling out a weapon is faster than what is shown on the clip. The model and animations always glitch and I'm looking for any way to defend myself here, so I would like to pick up on that as well. Looking at the video again, if you listen closely, but if you listen as if you were talking to someone else in the background, all I hear is 'all units nkes' repeated way to fast for my ears to even recognise that someone is fucking talking. And by also being able to hear 'all unites nkes' in the game, I assumed it was someone in the upstairs talking down their radio, which I could hear just by being close. I understand that by this perspective, pulling a gun would be literally like pulling a gun on someone who's already pressed the trigger, but I shit you not this is all I saw and have to say.

Before I begin, I'm well informed of forum rules but I'm going to say that the way I'm involved is because I'm involved with running Police Department(?) If any staff feels otherwise feel free to issue me a warning point but please do not remove the post.

I personally see no issue of how the Officer has acted in this scenario. First of all, this would of been incredibly different from his perspective, being in the corner of the room behind the door. A general rule I have is that if I'm an Officer and someone has just pulled out a gun on me, I generally assume immediate serious bodily harm from the offender with the gun, so it's to the best of my interest for me to attempt to pull my gun out and begin shooting to preserve my life, unless the other person has given me clear and concise commands before I've pulled my firearm out.

3.6 Stay Alive
Typically, players must, at all times, do everything in their power to prevent and/or avoid their own death.

I don't know about anyone else, but if I suddenly see a gun, I immediately begin tapping 2 and spam left click until the person has dropped onto the floor dead. In situations like this, everything happens so fast and the last thing on your mind is "Am I following rule 3.4?" Obviously it's different if you're in an open environment not anticipating anyone and some fella comes up to you with a gun giving your clear verbal commands to put your hands where he/she can see them etc, situations like that I'm going to comply as I know there is no chance I can pull out a firearm.

Any time I'm involved in a situation I record it with Shadowplay for later reference in case of any allegations made by the other party. I deleted a load of them which would of shown what I'm saying perfectly. I understand these situations are different but it backs up what I'm saying, so this is all I have:

Is hard to order you to get on the ground before you took out your gun. Since you instantly walked away UNDER GUNPOINT. I had no intension to shoot you thats why you did not die while you did this. While I orderd you to get on your knees you took out your gun. And I had to shoot you.

After reviewing the video a few times, I have come to the conclusion that the officer didn't break 3.4 in this case. My reasoning for this is because as you opened the door, he moved back while the door was opening into cover where he could pull out his weapon.
