Hoping that the user will see this, if you believe someone is breaking a rule, refer to rule 2.6 which states that you should make a report in game, using f6, on the player you believe is breaking the rules and then continue with the role-play situation as you normally would.

Also @Hopeful in case you were about to mug him, you weren't allowed to, as you would forcefully move him from the front to the back of his shop, making it a kidnapping (Refer to rule 5.6).
