Why Should This Player Be Punished: This person obviously logged out in the middle of a mug, we used alot of time and effort to do that break in, and this player stalled the situation putting us in danger.

Chris has said that this was due to him crashing, but In my opinion he did it on purpose.

Notice how he stays on the ground crouched when we till him to "drop his shit". When a game crashes, all of your keys go relaxed, meaning they won't be pressed ( I think ). only after 10 more seconds he actually stands up and "crashes". I think this was planned.
