As you can see and as @Mango said he did try to heal me once, you can hear the sound, but he did not even attempt the first time, and would rather bandage then help me. There was no reason to bandage first, because if he refused my order I should have killed him anyway.

Isn't much before this, I shot cops downstairs and ran upstairs to find him in the bathroom.

Although the medic bandaged you first, he attempted to heal you straight after and this didn't make much of a difference as you would have died anyway.
