Why Should This Player Be Punished: 3.17 and 4.1

In the video below, you can see @Loxxy failing to engage in his role as a Law Enforcement officer. He has his radio muted and makes no communication with other LEOs, even during a /panic. He also fails to take action in regards to an illegally parked car, even after being hit by someone who was engaged in dangerous driving.

Whilst being a police officer, he failed to enact on upholidng laws 12.11 and 12.12 of the Paralake Penal Code as well as laws 12.4 and 12.8. As an office he is to follow the law at all times, by failing to act on these law breakages, he is himself breaking law 10.2 in regards to reporting a crime. By failing to follow law 10.2, he has broken server rule 4.1
