Why Should This Player Be Punished
This player should be punished for the fact he gave everyone a 9k ticket for standing in the lobby desk and "Not letting him resign", when he clearly had chances to resign inside the PD as well, he broke 2.1 and 3.3 as he mass arrested everyone, when in fact he wouldn't have such an amount of handcuffs, 4.1 as he broke the laws of 4.4, 3.1, 3.2, and 6.1, he also broke the of 4.8, and 3.21 as he only needed to talk to the NPC which is in fact considered a real player, and he didn't need to go to the front of the desk to talk to him IC'ly.

There was a whole line of you blocking the NPC, none of you were complying so I had to arrest you. And with you saying "You could've resigned inside" I would've been stuck inside the department and given a ticket for tresspassing. You were given tickets for 6.5 and 6.10.
