Why Should This Player Be Punished:He broke nlr and targeted me through the help chat. i was testing a new gun and he came with others and said what is in the screenshot and mugged me he knew i had a gun through the help chat that is targeting. im sure he broke NLR also.

This was already dealt with in game. The remark made in OOC was deemed slander, but nothing suggested that NLR was broken - you were just in a location where you could readily be mugged.
