Suggestion Title: Auto impound cars
Suggestion Description: Simple enough, if a player leaves while their car has a wheel clamp attached to it. It gets automatically impounded.

Why should this be added?:
- to stop Ltaps due to their car being impounded

What negatives could this have?:
- Dev time

What problem would this suggestion solve?: People leaving due to their car being towed
