Why should this appeal be considered?: First of all the was no "multiple officers" it was just him and a RTU and do not recall hitting anyone. I was driving in a stolen vehicle and then I had crashed on a police car that was in-between the barrier that separates the highway. I tried to drive off when two officers immediately open fire and pop my rear tires but still leaving my car mobile. In the clip Woonie Brown says nothing besides unintelligible sounds, the only thing you can hear him say properly is "are you stupid" when I surrender, and although he did have intentions of gun pointing me to surrender, Ezza nor the other traffic cop communicate this at all. I got out of the vehicle and I did not "look at the gun", I immediately attempted to flee without hesitation, the only reason why I was even facing his direction was because I exited the vehicle. Him continuing to shoot me without giving any orders would probably enforce me to run away from him even more but I will admit that there was nowhere for me to run away too so I stopped running and hoped he would just cuff me instead of shooting me.
The whole thing of being gun pointed is to comply with orders and yes Ezza did point his gun at me from a distance, he did not give any orders for me to follow trough with even as I got out of my car to run. Once I stopped running he still did not say anything related to "hands up" or "surrender" instead he chose to insult me. I only surrendered because I assumed he was going to kill me if I continued to run.
