Server Suggestion Being able to swap from traffic/patrol gear to TFU gear inside SWAT Van

Description of the idea: People who are whitelisted for TFU having access to the arsenal menu behind the SWAT van to gear up even when they're not on light/heavy gear, so for example a patrol/traffic gear officer will be able to go light gear or heavy gear from the back of the van if they have the whitelist for TFU.

Why should this be added? (pros): Quality of life, makes sense, no more need for heading back all the way over to PD when you have the regular police gear on you.

What negatives could this have? (cons): Cop sided suggestion

If this was to be added make the swapping gear twice as long as you would from light -> heavy to balance deploying to crime scenes.

The was the original intention and the code to allow non-geared officers to use equip the gear still exists. However, all access to the van armoury was removed as there were some issues with the other functions (mainly people doing weird things with weapons).

Most of these issues are resolved now, so I have no issue reinstating the code.
