Suggestion Title: Better courier drop-off
Suggestion Description: Allow couriers to drop off packages at the location a player placed the order as well as near them, and disable the restriction on delivering to a dead player.

If the package is delivered to the location, and not the player, send a text message to the player saying "Your package has been dropped off at (LOCATION) as you were not there to receive it. Please collect it at your convenience "

Why should this be added?:
- Packages don't get stuck on multiple trips due to raids
- Couriers don't have to track down a player in the bazaar if the player has left their shop
- Prevents couriers from abandoning "undeliverable" packages because they can't find the player, even though the address is right there

What negatives could this have?:
- Could lead to couriers entering crime scenes to deliver packages

What problem would this suggestion solve?: With the frequency of raids, this is something that's a bit irritating and slows down PPS for everybody. You can already kinda do this by dropping it near the van and carrying it, so I don't think this is a huge risk for abuse.
 
You already can drop it off at someone's door or one they would have keys to and it will send them a text message about it. I added that a few months ago with the other PPS QoL update. The main issue that remains is Bazaar because it doesn't have any doors to "interact" with so it doesn't let you there. In which case, if you cannot find the person you are delivering to, use the phone number that is shown on the order to try to contact them. Generally speaking that will either work or if your call cannot be completed it's a sign they may be dead. Either way, you may be a step closer to what you need to do next.

For Bazaar I think it would be best if you can just set it off next to their storage chest instead of checking for doors.

If it's someone that just permissions to it then and they're not the owner I guess it's bad luck, let them be present for their package instead of running off after making an order.

I'll give that a try next time I run PPS but I know I've had situations where that doesn't work. I also typically have to be so close to the door that it sometimes places straight through the thing. And calling the person works for some things, but sometimes the player is halfway across the map at that point so even if they come back the courier has to stand there and wait. It's not great for either them or the other players waiting on packages.

This will probably be the solution and it probably will extend to other properties too (you'd still be able to deliver to the door itself). Just when I made my change, I simply was making it so it would send a text to inform the individual that their PPS delivery was dropped off at the door. As the drop off part existed but it would not inform them of that being done.

I mean, yes, but if they say they're across the map, you just say "ok" then put the package back in the truck and make other deliveries and when you're running low on other ones, give them a call again to check on their progress. Honestly I've rarely had a time where delivery was simply impossible, but I know it is possible, but even so you can just put that package aside until they commit to a pickup schedule.
