Suggestion Title: Remove "PD Lobby" from PPS Shop orders
Suggestion Description: Stop orders from spawning for NPCs at the PD lobby
Why should this be added?:
- With the extreme frequency of PD raids, I regularly run into issues where 3-4 of those pile up while you wait for it to clear and deliver other packages. Another location could be added instead, like XQ Bank, Hospital, Storage or Roadcrew Depot, XQ gets robbed fairly often, but much less so than the PD
What negatives could this have?:
- There's no other close options that aren't already taken
What problem would this suggestion solve?: Couriers having to make multiple trips to the PD, or wait for a PD raid to clear to deliver the packages, or waste the NPC order spawns and not take them
