Suggestion Title: Bigger crackdown on Mayors breaking 4.5
Suggestion Description: It's really annoying when Mayor sets high taxes and then hides in PD. I know that it's fun to have a shootout at PD, but besides NLR nothing stops the shootout from dragging out. Also single person killing the mayor is almost impossible, if he hides in PD. And when the rule break is reported, Mayor usually just goes to City Hall and lowers the Taxes, which I know is good, but in the meantime (as the report is sorted) there could've been an election for a better Mayor.

So what I propose, is more regular checks on Mayors whereabouts in case assassination might happen in the near future.

Why should this be added?:
- Annoying, unnecessary shootouts at PD, would mostly stop.
- Mayors valuing their lives more.

What negatives could this have?:
- Staff wasting time checking where the mayor is

It does already state that.

the Mayor may not stay in the Police Department or Casino for an extended period of time.

I'm assuming what this suggestion is that he wants it to be cracked down on, so he wants to make sure that people get punished for staying in there for a prolonged period.

Honestly, adding elections every hour which include the incumbent might fix all of this, so voting the mayor out is actually possible, instead of having to resort to violence.
