Map Suggestion Bring back McUwes

Suggestion Title: Bring back McUwes
Suggestion Description: Simply remove Roxie's Diner and bring back McUwes

Why should this be added?:
- Roxie's Diner is the most useless building in the map at this moment
- Another property that can be bought
- I rly miss the drive through, it allowed for some very good passive rp
- The building will actually have some use

What negatives could this have?:
- You will have to go to the city to buy burgers (lol)
