Description of the Bug: Being high repair level is actually a nerf

How to reproduce the Bug: Try to wrench a car whilst being level 100 repair with RC online, you can't fix it up to the maximum threshold as it goes over it whereas being a lower level in repair skill will allow you to keep using wrenches to fix it up to the threshold.

Being level 100 shouldn't negatively impact your ability to repair your vehicle

This will most likely not be changed. 50% is enough to get your car back and running and get it repaired at the NPC at least, which can still be pretty expensive.

Not really enough of a problem to devote development time to. Wrenches are cheap, and as long as a vehicle starts in at least a couple presses people don't really care how much health it specifically has.

Bad denial reason and this is not a suggestion, this is actually a bug, you’re punishing players for having level 100, passing down wrenches to lower level players to get it to hit 50% makes no sense. Vehicle HP does matter especially if you’re driving an expensive car.
