Description of the Bug: Billboards dont work

How to reproduce the Bug:
buy Billboards
get scammed by PLN

Time Stamp: yesterday, I had purchased all the billboards except the metro, literally none work except one

I have uninstalled v5 and restarted my game and now it works.
But Mango did not have the v5 addon to begin with.

I can see them, no clue what's up with them

Probably works on rejoining the server

My suspicion is when you log in to the server any image you have in your \data\phimages folder shows up on the billboards and if you havent seen the image yet you have to relog for it to work
