Description of the Bug: Moved H&S tickets stay until leaving the server

How to reproduce the Bug: Set your rank to helper, get someone to make a Help and Support ticket, and move it to a report. It will stay on the scam menu even if it's been solved. The only way to get them to disappear is to leave the server.

It will stay there looking untouched, but it disappears sometimes then just comes back aswell
