The trick I did when this happened to me was to scroll to the bottom of the rules section and see if that would make the timer go down. Also, Dont press any keys or move your mouse when the game says "Sending Client Info.." or Tab Out. Finally, Keep joining the server and it will eventually work because you only have to accept the rules on first time you play but make sure you read them.
