Suggestion Title: City to manage itself better
Suggestion Description: At this time, the City immediately puts maximum taxes regardless of City Fund value (particularly - 75% income).
In the last system, it was doing fine managing itself (apart from very low player count) to great amounts at a 25% sales/40% income (and slightly increasing income tax where needed).
Why should this be added?:
- Income taxes are at 75% way too often, not allowing any money gain as a job.
What negatives could this have?:
- None.
