Claiming impounded car fixes tires for additional fee

Description of the idea: If you go claim your impounded car from the RC station you can choose to also fix the tires for an additional fee which should be higher than the regular fee. I'd say like $2500 to fix your tires instead of $1000.

Why should this be added? (pros):
- People won't drive their punctured cars all the way from RC to Business.
- Less annoying to get your impounded punctured car back.

What negatives could this have? (cons):
- I can honestly not see a con

Literally no point in giving us a wheelless car in an impound lot when we have to walk 15 miles to spawn a drivable car only to have some cop or RC who's going to immediately reimpound it
