Suggestion Title: Colour distinction between Recruit and TFO
Suggestion Description: Change the Recruit name colour to dark blue similar to the old SWAT name colour, or any other colour that is more distinct from the TFO light grey. Then increase the colour difference between TFOs and incident commanders.

Why should this be added?:
- Far easier distinction between Recruits and TFOs in chat, on the police computer, and on the radio
- By elimination, makes it easier to distinguish between regular TFOs and incident commander TFOs
- Dark blue is easier on the eyes than white
- Recruit names are now visible on the Employees tab of the Police Computer rather than blending in with the background

What negatives could this have?:
- The TFU colour scheme being across 2 colour bands could be confusing
- Dark blue might be harder to read than white? (though this wasn't an issue with SWAT really)

What problem would this suggestion solve?: Poor distinction between Recruit and TFO in radio and chat, poor contrast between white Recruit name and white background of Police Computer, allows for better colour difference between incident commanders and TFOs
