Suggestion Title: Couple website design issues/improvements
Suggestion Description: Was taking the time to look around the website for anything niche that could be done considering it's actively worked on still and I think the progress has been really significant thus far;
- Allow to load older PLPD shoutbox messages or increase the limit it loads in, add like message similarly to forums shoutbox because it's more fun that way

- Some phone resolutions have this scaling issue when viewing a complaint, when trying to scroll down quickly you can accidentally scroll sideways instead which is just mildly irritating, does not happen on other pages but this one as far as I am aware:
- Maybe move the loading icon in the centre, just to look more consistent across modern websites (SCAMBans does this)
Why should this be added?:
- plpd online v2
What negatives could this have?:
- not doing this and being plpd online v1
What problem would this suggestion solve?: Loading older shoutbox messages is good if you miss out on a conversation, the other stuff is gimmicky but would be cool.
Makes the website look more professional and tidier.
Stops the issue I personally and others may have when trying to scroll through a complaint quickly.
