Who is truly at fault here?

The artist and the customer are both at fault here in my opinion.

The artist provided the full finished product unwatermarked before receiving any sort of payment, allowing the scammer to swindle it for free.

But on the other hand, the scammer allegedly promised to provide payment for the finished product and then denied knowledge of any sort of payment being made.

 
The artist is an idiot if he did send it unwatermarked, but it looks like he did watermark it but crossed it out?
 
That could be the name of the person who commissioned it or a slogan you'd be able to identify them with.
 
If you don't want people to steal your pictures you shouldn't send them without payment, he did and judging by the pictures obviously got clapped. He should stop begging for money and accept the next job while he still has the chance.
 
Regardless, it's still the artist's fault. You really are not a smart person if you give over a picture without payment and without watermark.
 
Need some previous context to make any comment from a legal standpoint but its most likely a contract was formed if the correct things were said and the right relationship exists between the two parties. The artist should definitely not continue with the additional work without sorting out the previous dispute.
 
A rule that is always for artists, is always send with watermark or ask for money first, or do other stuff that would make the picture fx extremely bad quality or something alike that, before they paid, kinda his own fault.

Though it is certainly not okay for that customer, but don't make a deal and think they keep it, especially if you actually don't know the person.
