PREFACE
Welcome to a guide to hidden rules that are buried among the sea of server rules that are regularly enforced but unknown to most of new players.
Veterans already know what those are and how to avoid them.
Due to a lot of possible situations they are not all defined in the rules, as there is too many.
I'll try and collect a list of those and update where and when needed.
It is very much needed to know these as they are regularly enforced within the server.


Section 1 - Rules
~ In this section all rules will be stated and explained one by one in detail.
The rule will be stated following brief explanation where needed.

1 BASIC CONDUCT RULES
" All users within this community are expected to adhere and are subject to the following rules of conduct. These rules will be enforced at all times, including instances where a user is communicating with someone who is not a part of this community; In-Character gameplay is exempt from the Basic Conduct Rules. "

"Disrespectful behaviour, in its broadest sense, is not acceptable; users are expected to conduct themselves respectfully at all times."
~ You are expected to conduct yourself respectfully as a user of this community at all times, meaning you should treat other users the way you want to be treated.
~ Refer to 1 Basic Conduct Rules when following this rule.



"Any demonstrations of any forms of discrimination will not be accepted."
~ Refer to 1 Basic Conduct Rules when following this rule.


"Slander will not be tolerated within this community; the only time where accusations can be made against other members of the community are within the Action Requests forum, and when speaking to an appropriate member of staff - when making an accusation against a member of staff, a higher ranking staff member should be spoken to."
~ Slander (google definition in law) - the action or crime of making a false spoken statement damaging to a person's reputation.
~ Do not accuse a player of breaking rules over LOOC chat, OOC chat or other forms of OOC communication.
Report the player(s) to a staff member in-game over F6 or make an Action Request on the forums.
Staff member(s) may then respond to your in-game report or your Action Request made on the forums.
~ If you wish to report a staff member, head over to Staff Complaints subforum and report a staff member there.
~ Refer to 1 Basic Conduct Rules when following this rule.



"If a staff member requests information about an incident, users must respond honestly and without omission. PERPHeads uses an automatic demo recording feature which is not to be disabled or tampered with at any time; recordings will be available in garrysmod/demos. If a staff member requests a demo file, and that demo file was recorded within the last 21 days, you are obligated to upload it (i.e. users may safely delete demos which are older than 21 days). It is the user's responsibility to ensure that there is enough disk space on the drive that Garry's Mod is installed on to ensure that demos record."

2 GENERAL CONDUCT RULES

"This game mode aims to emulate real life, and as such, players are expected to play realistically at all time; exceptions can be made where appropriate - any such Exceptions are purely determined by an administrator’s discretion."
~ You are expected to act realistically in all situations, for example when getting into a big car collision or jumping/falling from big heights you are expected to act realistically.
What would be considered unrealistic is you starting running after a big car collision or continue jumping and running instantly after a big fall.
~ Generally, what an average person at the age of 25 in real life would/wouldn't be able to do is considered realistic, and you should treat your character that way.

~ Realistically, you wouldn't be jumping off a bridge just to evade a minor 200$ ticket from a police officer.

1. As SS irl you wouldn't kill the mayor for any reason, so you wouldn't do it here either.
2. While in cuffs, you shouldn't refuse /mes on you, as it's unrealistic since you are in an inferior position (see: Guide to actions)
3. If your friends are unconscious in a shootout you wouldn't finish them off so the cops wouldn't be able to get them.
4. If a person is having a gun in passive, it would be unrealistic for you to engage the said person with your fists.
5. Realistically, you wouldn't gunpoint/shoot an officer if he is questioning your friend or temporarily detaining him.



"The in-game voice chat may not be used for anything other than to allow for verbal conversation; where voice chat is of an unacceptably low quality, the offending player should immediately cease its use. Voice chat may only be used for OOC communication if it does not affect any roleplay situations or is used within administrative situations."
~ Generally, you may not use voice for OOC communication, unless you are not in a roleplay situation, if the other users agree to talk OOC (usually within properties with your friends), in an administrative setting, or when a staff member is talking to you OOC.
~ Generally, usage of /looc command (Local Out of Character chat) is to be used when talking OOC with the people around you, rather than OOC.
~ Talking about OOC matter in IC via the usage of voice is against this rule and shouldn't be done unless specified otherwise.



"The abuse and/or exploitation of a bug/glitch will not be tolerated; any player who experiences and/or who is aware of a bug/glitch must report it either to an administrator or on the forums."

~ Generally, anything that gives you an unfair advantage or is a form of exploiting falls under this rule.

1. Money exploiting of any sort.
2. Exploiting console commands to evade AFK timer.
3. Attempting to glitch out of the map to get to otherwise unreachable spots.
4. Spinning your mouse in circles to avoid being dragged when cuffed.
5. Cheating using third party applications.



"In-game Items and benefits (such as invitations to organisations) may not be sold/traded for real/virtual item(s) and/or currency or vice versa. However, players may offer to donate on behalf of another player in exchange for in-game money only."

~ Generally, you may only trade in-game items to buy V.I.P from another player that is buying V.I.P with real money, via the donation procedure.
~ Attempting to trade In-game items/money/benefits for other virtual currencies/items is against the law, ex. selling in-game money for CS:GO skins is prohibited.



"Generally speaking, players are not allowed to excessively negatively affect the experiences of other players while playing on the server. For example intentionally mugging and targeting new players, destroying a number of valuable items in a store should only be done under certain circumstances, and more so as a last resort; specifically, reasons such as product prices, a ‘basic’ distaste towards someone within the store, grossly disproportionate methods to quell competition, etc, are not typically acceptable."

~ Generally, you shouldn't mug and/or raid new players if it's proven that you are aware that they just joined the server for the first time. This is done to enhance their experience as a new comer so they can start their journey.
~ When following this rule, keep in mind to not go over the top - refer to rule 2.1!
~ If raiding, think before you shoot - see example in
red.

1. Killing/shooting someone for the sake of it.
2. Shooting/stabbing someone to death because they said something rude to you.
3. Killing a roadcrew worker because he decided to charge you the full price for car repair.
4. Running someone over because he punched your car once.

5. Shooting an unarmed person while performing a raid when the person in no way poses a threat to you or your life. (he isn't armed and has no access to a firearm or is otherwise not trying to get involved and is only trying to preserve their life)

3 GENERAL IN-CHARACTER RULES

Any actions taken by a player that may put their In-Character life, freedom from imprisonment or general well being at risk must be done so in a realistic fashion and for beneficial reasons.

This rule is specifically relevant to the violation of any In-Character law, meaning that murders, thefts, etc, are all expected to be conducted realistically;

A common example of an unreasonable risk would be for a player to murder a Police Officer in order to avoid receiving a traffic ticket. The risk involved with the murder of a Police Officer is typically grossly disproportionate to the benefit of avoiding a traffic ticket. Another example would be for a player to walk on the highway without a justifiable reason.

~ One of the most commonly broken rules in the server
~ Generally, when entering a situation where you know you are about to risk your life in some form, make sure the benefits outweigh the risk.
~ Under rule 3.6 you must preserve your life at all times, and those 2 rules go together closely.

1. You are unarmed, under clear gunpoint/close range knifepoint/close range batpoint, you must do everything in your power to preserve your life (follow the other users commands at all times), unless the gunpoint/close range knifepoint/close range batpoint breaks for a sufficiently long period of time for you to take out your weapon. (see: How to gunpoint)
Before you do this, think if you are able to take down the player, which is very crucial, as your goal is to stay alive.
2. Killing a police officer with little to no benefit.
When killing a police officer keep in mind their life alert will go off which will alert all the officers to your area, resort to gunpointing him temporarily if possible instead.
3. Killing a police officer to save your friend from a jail sentence is not allowed, unless the ticket and/or the sentence exceeds 7,000$ and/or 7 years in jail.

4. Pulling out a weapon under gunpoint/close range knifepoint /close range batpoint
5. Failiure to drop all your items when requested when being mugged under gunpoint/close range knifepoint/close range batpoint.
6. Evading police over a small traffic ticket.
7. Raiding Police Department with a bat, use your head.
8. Engaging on multiple officers with a gun by yourself falls under this rule, as realistically you won't take them all down and you are risking your life for a high chance to die.
9. Watching a shootout that's happening near you.
10. Entering a shootout which you're not a part off.
11. Entering a shootout unarmed.
12. Running towards the shootout while unarmed.
13. Assisting a random player that you do not know IC by killing cops.



When a player has died In Character, and after they have re-spawned, they must wait at least 5 minutes (a countdown is provided) before they may either return to the place where they died and/or interact with the situation. They must also treat their re-spawn as a new life. A system is in place to inform players that they are in breach of this rule, any attempt to bypass this system will not be tolerated. Joining or leaving any government job is to be treated as a new life.


When a player is given a new life they must forget/may not act upon any and all details of their previous life; this excludes properties and cars that they own, government positions that they hold and any friends or acquaintances that they have/had made.


Players should not use or act upon any information gained from other players which is relevant to their previous death, while their NLR timer is active.


~ Generally, NLR overrides any other rule(s) and you may not attempt to bypass this system while the NLR is active, no matter what you do.



The mayor may only be assassinated if it sufficiently benefits the player(s) involved or if the mayor has negatively affected the player(s) in a severe personal way.


Please note that any assassination of the mayor is very likely to be looked-into in depth and treated more strictly, meaning that players must have good reason for such actions.


~ Generally, you may only assasinate the mayor if it benefits you, ex. you are selling items at bazaar and he put the sale taxes high, negatively affecting your business.
~ You may only kill mayor if the taxes are above 35%.
~ You must first warn the mayor to give him a chance to lower the taxes, either by politely requesting it over /adverts or requesting his phone number to ask him to lower the taxes.
If he refuses or hasn't made an effort to lower them and they are >35%, and it affects your business, you may assasinate him.
~ If the mayor tolds you he'll lower the taxes give him a reasonable ammount of time to do so, if after a reasonable ammount of time (15 minutes, let's say) he hasn't lowered them at all, you are allowed to kill him.
~ You may not assasinate the mayor if the taxes are below 35%.



This guide only covers a couple of rules as I believe other rules are pretty straight forward.

Where is the title for "3 General In-Character Rules"? There is a transition from section 2 rules and section 3 rules.

Outdated, rules have been changed severely. I will update this in the near future.
