Suggestion Title: Disable 911 Call (Voice) option if all CPLs+ are unavailable/busy
Suggestion Description: As the title says. The calls are rarely beneficial as the person dealing with it is generally a supervisor or a CPL who are the ones responsible for dealing with the most important incidents ongoing.
The most I can do most of the time is forward the information, which majority of the time no one responds to.
Additionally it's super annoying getting called mid shootout as it both can reveal your location or block your vision. Additionally it could be considered breach of duty of care if you refuse to answer it...
Why should this be added?:
- QoL for CPLs+
- Incidents actually get responded to more often
- Other officers get more context of a situation
- People don't know how to call 911 and it's mostly new players who don't know locations
What negatives could this have?:
- Civilians would be unable to call 911
