when aren't you allowed to report a rulebreakage?

as far as I am informed, you can use the report function for any problems you might encounter during your time on the server, if it is a question or someone breaking a rule, you are always allowed to use the report function as long as you dont use it to "troll" with it.

and creating a rule that says you have to make an AR on every rulebreaker you encounter and an admin doesnt respond in time to your report?

Remove thread, was ment to reffer to how you should use information gained on forums, ts or the server regarding a report ( because nothing is said about ts and forums ). But it gave the idea you had to always make an AR.
