Suggestion Title: Dispatch System: Track indicents to a units location
Suggestion Description: There is already code for incidents moving automatically, with the car security tracker providing a live location. The dispatch computer should have the ability to attach an incident to a unit, automatically moving it to the unit every time the map updates. This would be invaluable for police chances of cars that don't have a tracker, or on foot pursuits, as currently the only way to have the incident follow the suspect is for dispatch to manually move it.
Any incident should have the ability to be attached, detached, and moved to a different unit.
Why should this be added?:
- Takes stress away from dispatchers during pursuits, while giving them more tools
- Allows more precise location updates during pursuits, as the incident can be assigned to the lead unit.
- Code for a similar function already exists, which might ease development time
What negatives could this have?:

What problem would this suggestion solve?: In the case of multiple pursuits, it's almost impossible for dispatch to update an incidents' location as communication for each pursuit is moved to the incident radio. If incidents could be tracked to the lead unit for that pursuit, location updates would continue regardless of how many pursuits were happening.
This would also help prevent the incident location displaying incorrectly due to clicking the wrong spot on the map. Think "unknown" in any of the district, or "Wood Cabin 2" instead of the parker tunnel underneath. Automatic location updates would prevent this.
