Police Suggestion Dispatcher ability to Warrant and ANPR-like capability CCTV

Brief description of idea: Give Dispatcher ability to place warrants on suspects, as well as ANPR-like function to the CCTV Cameras (Identify vehicle registration using CCTV)

What benefits would this idea have for the department: Gives the dispatchers more functionality and they become more useful allowing for more immersive police roleplay rather than acting as a spectator for raids.

What potential negatives could this have for the department: Gives the PD an edge as they can more easily identify suspects and place warrants.

Other additions: It adheres to real life as any criminal who isn't masked and drives their own car is easily identified using CCTV Cameras, Dispatchers are already high up in the rank structure on duty and should be trusted with these features.

I suggested warranting to @Momo a little while ago for dispatchers, but my understanding is at this current point, they aren't looking to develop the dispatcher division any further.

I have been able to set warrants as a dispatcher since I acquired the rank of Sergeant. I don’t see why corporals who are dispatchers shouldn’t be trusted with warrant abilities.

As @CaughtRed mentioned right now we have no intention on making any changes to dispatch so this suggestion will be open for a while before it's even considered.

Giving dispatch the ability to warrant would need to come with other changes. Either dispatch is completely overhauled and you require more than half a brain cell to join or it's based on your main PD rank and maybe even allows for CPLs. Could you imagine a 3 am shootout where some random officer jumps dispatch to set warrants.

ANPR for cameras isn't a tragic idea though.

Why in the world would we trust the 150+ dispatchers we have to set warrants. Dispatch is piss easy to get into and warrants aren't exactly something we want everyone to be setting.

Do you see 150 dispatchers on duty? Dispatch is a forgotten role that makes the PD pretty strong yet no-one goes dispatch that often.
And adding the ability to warrant is going to magically fix that? Dispatch is boring and adding a warrant feature isn't going to change much.

We can't trust random officers and civilians with being able to go warrant anyone they feel like doing.

If we are ever going to change dispatch there will be higher priorities than this.

The ANPR for the cameras shouldn't be debatable even with the zoom function its impossible to capture registration plates because of source engine.
I don't think an entire overhaul is needed if you cannot trust players with a warrant function how did you let them even become a Dispatcher. If dispatcher was given the same attention as RTU or TFU it would be a more significant role and effects for Police roleplay are priceless

Maybe because dispatchers don't have the ability to warrant? Idk difficult question...

Dispatch isn't getting the warrant permissions.

Our Quartermasters will look into upgrading the CCTV Cameras!
