Dual Monitor problems

Hello, sadly I can't use a second monitor since like 4-5 months ago.
For some reason it happened when I changed from windows 10 to windows 7.
And I know if I won't use a Aero theme it will work without lagging like perfectly but I could not record with Shadowplay IDK WHY THO. I even tried to disable HPET and enable IGD Multi-Monitor, Didn't really do anything.

Please help :(
 
ALSO I forgot to mention, I bought a new graphics card for no fucking reason. I thought that the problem was because of the graphic card but NAH. Waste of money(I bought the Asus GTX 1060 Strix OC Edition)

Howdy! Can you try the following two options, restart the computer to see if your FPS changes:

- While in game press "Esc" -> System -> Graphics -> Ensure Vertical Sync is disabled and your Refresh Rate is set properly.

OS POWER SETTINGS:
System Power Settings: Goto Start -> Control Panel -> Hardware and Sound -> Power Options -> Show Additional Plans -> Check: High Performance.

NVIDIA POWER SETTINGS:
Right click on the Desktop -> Goto: NVIDIA Control Panel -> Manage 3D Settings -> Global Settings -> Power Management Mode -> Change to: Prefer Maximum Performance -> Change: Mult-Display/Mixed-GPU Acceleration to Multiple Display performance mode -> Vertical Sync ensure this is set to Off or Use the 3D application Setting -> Apply.
