Description of the idea: When a fire starts in an un-owned property an alarm should sound like burglar alarms etc and a report is made via the police computer.
Why should this be added? (pros): As it stands fires are reported once people find them which could be a while depending on the location and it could grow out of control.
This addition will lead to quicker response times

What negatives could this have? (cons): Abuse from people setting loads of alarms within a certain area
*Other additions: Possibly increase fire spawn time depending on the number of players and areas that it spawns in like Parker/Glass Co, Morons, City Hall? City Park.
